The Regina Soccer Referees Association (RSRA) is encouraging players, coaches, and parents across the local soccer community to consider becoming referees for the upcoming 2026 outdoor season.
To support new officials at different stages of development, the RSRA is offering two referee training pathways designed for specific age groups. Each program combines online learning with an in-person clinic to prepare participants for officiating matches this season.
Two Training Options Available
The RSRA will host two separate clinics:
Entry-Level Referee Clinic (Ages 14+)
This is the association’s traditional certification pathway for new referees aged 14 and older.
Small-Sided Referee Clinic (Ages 12-13)
This program is designed specifically for younger participants. Those aged 14 and older are not eligible for this option.
Participants will attend only one clinic, based on their age group.
Two-Step Certification Process
Becoming a referee requires completion of both an online theory course and an in-person clinic.
Step 1 — Online Theory Course (Deadline: April 19)
Participants must complete a FIFA Laws of the Game theory module before attending an in-person session.
Ages 14+: Must complete the Canada Soccer Association (CSA) online course ($40 fee).
Ages 12-13: Must complete the Saskatchewan Soccer Association (SSA) online course (no cost).
Completion of the appropriate online course by April 19 is mandatory to register for the in-person clinics.
Step 2 — In-Person Clinic
Entry-Level Clinic: Saturday, April 25, 9:00 a.m. to 5:00 p.m.
Cost: $150 per participant
Small-Sided Clinic: Sunday, April 26, 9:00 a.m. to 1:00 p.m.
Cost: $75 per participant
Age Requirements and Eligibility
Minimum age requirements are strictly enforced. The CSA requires participants to be at least 14 years old to enroll in the Entry-Level referee pathway. This rule is set nationally and cannot be waived.
Participants aged 12 and 13 may register for the Small-Sided clinic. Children aged 11 or younger are not eligible to referee.
Building Confidence Through Small-Sided Officiating
The Small-Sided referee program is intended to introduce young officials to the game in a supportive environment. Referees in this category will be assigned to U7 and U9 matches until they turn 14 and complete the full entry-level certification.
This approach allows younger referees to develop skills, build confidence, and gain experience in lower-pressure settings before advancing.
Limited Space Available
Each clinic is limited to 20 participants. A waitlist will be created once capacity is reached.
